They are there for you prenatally to make sure they have captured all your birth preferences, then from 38 weeks they are on call to be there with you during your labor. They also visit you after birth to make sure you have settled a routine with the baby.
A postpartum doula is there for you after the baby is born. They are there to support you with breastfeeding, to help you around the house, be that shoulder to lean on if you need some rest. The choice is yours, whether you need both. Speak to your birth doula, she may extend her services and add some extra sessions in your package after the baby is born if you feel you need it.

Yes, your doula will stay with you from the moment you call her and you are in established labor to the time when the baby is born. However, if this crosses past the 15hour mark, the doula may call a back up doula while they have some rest, to return back to support you.
